The eRulemaking Program is committed to providing access to the Regulations.gov Exchange site for all persons with disabilities.
To meet this commitment, we are currently evaluating all features and functionality of the Regulations.gov Exchange Web site to ensure compliance with Section 508 of the Rehabilitation Act of 1973. Section 508 requires that persons with disabilities have access to and use of information and data comparable to the information available to members of the public who are not persons with disabilities, unless an undue burden would be imposed on the Federal government.
Exchange.Regulations.gov displays or renders documents in various formats:
HTML - HTML documents can be viewed on a number of browsers and are usually in text format. Occasionally, graphic or related files may accompany the HTML documents in a zip file. You can unzip the files onto your local drive and view the document in its intended format or view just the text portion of the HTML.
TXT - These are text files that will be displayed on Notepad, and accessory that comes with the Microsoft Windows Operating System. TXT files can also be viewed on any window-based document reader.
Image Files (e.g., JPG) - These image files can be viewed in the MS Windows Operating System using Windows Picture and Fax Viewer, MS Picture Manager, and on a number of modern browsers.

Exchange.Regulations.gov features videos in one or more of the following formats:
- Flash Video (FLV)
- Audio Video Interleave (AVI)
- Shockwave Flash (SWF)
- Windows Media Video (WMV)
We display each of these file types in a built-in viewer. Therefore, no plug-ins are needed for viewing these videos on our site.
